Bhaskar Tiwary is a seasoned Monitoring, Evaluation, and Learning (MEL) professional with over six years of experience designing and implementing evidence-driven MEL systems across the public health, foundational learning, early childhood education, and public policy sectors. As the Monitoring and Evaluation Manager at the Centre for Research in Schemes and Policies (CRISP), he leads strategic alignment, institutional capacity building, and evaluation systems development to strengthen program outcomes. Bhaskar has previously worked with CARE and Jhpiego Country Offices in Monitoring, Evaluation, Research and Learning, contributing to program effectiveness through robust mixed-method evaluations, Theory of Change development, data-informed decision-making, and strategic donor reporting.
His core expertise spans across designing evidence-based MEL frameworks, leading mixed-methods research, building user-centred data systems, ensuring donor compliance and reporting, strengthening institutional MEL capacity, and promoting strategic use of evidence for adaptive program management. He has collaborated with major global funders including USAID, the Bill & Melinda Gates Foundation (BMGF), and UKAID while also working closely with government stakeholders at national and state levels. Bhaskar holds a Master’s in Business Administration in Health from IIHMR University and Bachelors in Renal Sciences and Dialysis Technology from Manipal Academy of Higher Education, Manipal. He’s currently also a Doctoral Fellow at Manipal. Bhaskar has authored multiple peer-reviewed publications and serves as an Associate Editor for Elsevier’s Clinical Epidemiology and Global Health Journal. Outside of work, Bhaskar enjoys exploring regional flavours and spending his leisure time cooking Indian cuisines.
